Heat sesame oil in a large skillet over medium heat.
Add ground beef, season with salt and pepper, and cook until browned.
Stir in garlic and cook until fragrant.
Pour in soy sauce, rice vinegar, and hot honey. Stir to coat the beef evenly.
Let the sauce simmer for a couple of minutes until slightly thickened.
Spoon the beef over bowls of warm rice.
Top with green onions and sesame seeds before serving.
