Stir in ground beef, breaking it up with a spoon. Cook until browned.
Season with paprika, salt, and pepper.
Layer in the sliced potatoes over the beef mixture.
Pour in beef broth and heavy cream. Cover and let simmer until potatoes are tender.
Sprinkle cheddar cheese on top and cover again until melted.
Garnish with parsley and serve hot straight from the skillet.
